Disable operators from Cancelling Invitations

We are looking to upgrade to 6.1 from 3.3.x version :). Not sure if this is available in the user/group permissions in 6.1. If yes, please confirm:

-Disable operator from cancelling chat invitations that are already sent by the other operator (or) triggered by an event/events.
-Group level event triggers to assign chats for all the operators in a chat que / round robin basis
